I have a table of offsets in front of me that lists heights as "from cwl to outside planking"

What the heck is cwl?

A search of the forums gives the following Cwl = Awp/LB, but I think that is sort of putting the chicken before the egg in this case.. IE how do you get a waterplane shape before you have heights to work from?

CWL is normally: Construction Water Line, the, by the designer, estimated waterline. It is not uncommon that measurements are related to that waterline.
I hope this clarifies things!
