Is there a simple way to calculate the area of tanks (ballast, fuel oil, etc.) of merchant ship without calculating the exact area of each frame? In other words is there an approximate formula for calculating the area of the steel in a tank based on the volume?

Merchant ships ask for precise work. That explains the price of the engineering studies, calculations and plans of the work boats....

Normally a good CAD will give you all the surfaces. By hand it's better to use differents systems depending on the shape and location of the items, but there is not a esay fast way. It's long, tedious, boring and absolutely necessary.
