does anyone know why skegs, or short sections similar to bilgekeels would be fitted on a jet boat hull?

Directional stability would be my first suggestion. With no prop, gearcase or rudder protruding, some flatter-bottomed jetboats can slide sideways a bit more than most drivers would like.

My particular vessel has a medium to deep deadriseflaired section leading to symmetrical extremitiesaft & outboard. If removed my I will have 5" less draft

In addition to the other two correct comments may I add that you will only have 5" less draught if you are pushing or rowing your boat, even on a plane a jet boat needs some clear water under the keel .
