If I am designing a 60ft yacht in the UK, is it just RCD requirements i must follow?

Only you can decide that. It all depends upon the SOR and area of operation.

Unless the yard or client has a preference of one Class over another, for whatever reason...

If the pretended use of the boat is recreational and it is wanted to be commercialized within the EU, you have mandatorily to follow the RCD (only).

If you intend it only for recreational use follow the RCD. If you intend it to be used commercially (passengers for hire) Then the MCA rules apply
