Make smother

Hi,
I have a question.
My boat botton as seen on picture, very difficult to make maintanance works(antifauling painting, repainting, etc..)

I want to make the surface smooth(without steps). I want to fill the gaps with something on epoxy basis.

Can you give me some recomendations or techniques to do it?
