how to decide a hull form

MAy i know what will be the construction cost for flat tob barge and for round hull of 100m x30 mx6m.

You should ask someone locally. Labor and materials are so different in different loactions that only local folks can give you a reasonable answer.

may i know rougly if both flat top barge and round hull are using same type of material... how many % the cost will be more for round type hull construction ,as well steel cost...(consider iam using normal steel.)

I see you're in India.
the cost in Inida will be different to Europe, will be different to US will be different to Asia...so best ask your local shipyard if you don't already work for one.

May iknow how to develope lines for a ship. Here iam starting a design from scratch , I had calculated the intial dimensiones,,,.
Is there any chart or any table to develope the offset table,,,
or is it just an art work,, of drawing smooth lines and and making the offset table from that.
