Rocking buoy

Dear all,

I am new to this. I am trying to design a buoy which can carry 1 or 2 ton and can still provide good rocking motion even in small wave of 1 or 2 feet. Is it possible to do? What size, shape and height would you suggest? Where can I find some info on how to design?

Easy. Long thin , tall hull. Say 2ft wide by 12 feet long by 4 feet high, with enough ballast to stop it flipping on its side.

Either that, or very round
