100 = 100 % approved (I've never seen a different percentage though...)
A = Unrestricted service
The first 1 is for the hull.
The second 1 is for the machinery.

(1.0 would mean hull is classed but machinery not e.g.)

Y stands for Yacht (yachts have rules different from ships)
SBL is some special notation having to do with damage stability

I think I may have misinformed you about the meaning of "A". I think it's actually the main class symbol and always A (not relating to service restrictions). But now I read through the RINA 2007 rules and it seems they use C instead of A these days...
