Possible Rudder Problem?

We have a 415 Cruisers Yachts Express Motor Yacht, we are only 1 of 2 that have the twin 480 Volvo diesels on board. We have difficulty steering over 28 knots. Could it be that the rudders are not the right size?

By "difficulty steering", do you mean the boat tends to just go in a straight line regardless of how you turn the wheel, or does it become skittish and twitchy, responding very quickly to very small movements? If the rudders were too small, I'd expect handling to suffer considerably at low speeds as well.

The boat tends to push forward and unable to steer left or right.
