I just purchased a boat and the inside was gutted out. I am installing new stringers but and marine grade plywood. But do I use in between them?

If you mean for flotation to fill up the cavities in between the stringers, deck, and hull, yes foam will work. Two part closed cell foam is what you want. Probably 8lb density.

If you do a search on google for two part closed cell foam you should be able to find it.

www.uscomposites.com for cheap two part foam. several different densities available. Best prices that I have found.

My personal preference is pressure treated ply(well dried out) 2 layers of 3/4-total 1 1/2 for the stringers 1/4 inch for the sides. Make sure that the stringers DO NOT touch the bottom of the boat. You can set them just above the bottom with a thin layer of foam.

It might be worth your while finding a local with the knowledge to get you started with your project ? Nothing difficult in glassing in new stringers, but you don't want to get it wrong.
