It looks rather like New Brunswick, but I suspect Finland looks alot like New Brunswick, too, and the car doesn't look right for NB. Those are Barracks, I think, So barracks, military, compound, etc might be helpful words.

Ok, I've located a freestanding tent erected in front of a bandstand by Budweiser where there is a fountain in the street, but no photo confirmation

AFAIK they are just ordinary (for the location) houses near a city centre.

A new hint: The city is known for a mine (now closed) and was once the second biggest city of the country.
