Strange... I didn't see the Kanji in Richards message though it was there all the time... Coming blind Got four spectacles around me to see to read.. and to read those characters in the dictionary I wear two of them at once

Ahh...that just means a "martial art".

As for the guy... hmm...got a large belly so perhaps a Sumo wrestler, but he isn't dressed like one? He's holding a Katana, but seems natural to him, so maybe during the beginning of the Meiji period, a swordsman?

1962 design, box keel, twin offcenter-centerboards, 31' x 9' 2" x 2' 6" - 4' 11"

1) Name of the design?
2) Name of the designer?
3) Where did the designer lived? (he's dead now)
4) After who/what was the design named?

Last picture, smaller but very similar design by the same designer.

The box keel looks a lot like the keel on the new Reuel Parker 45' San Juan Islands Sharpie. And the twin offcenter-centerboards looks a lot like the boards on Iain Oughtred's Eun na Mara and his 30' Haiku Sharpie and the Paul Fisher/Selway-Fisher designed Drascombe Drifter 22.

Whereas it is the duty of all nations to acknowledge the providence of Almighty God, to obey His will, to be grateful for His benefits, and humbly to implore His protection and favor; and Whereas both Houses of Congress have, by their joint committee, requested me to "recommend to the people of the United States a day of public thanksgiving and prayer, to be observed by acknowledging with grateful hearts the many and signal favors of Almighty God, especially by affording them an opportunity peaceably to establish a form of government for their safety and happiness:"
