Rishiri island.. Not sure how the towns limits are drawn but believe it's Oshidomari just aside of Rishinfuji..
What's most embarrashing of my part is the fact that I've actually seen that #¤%%& island from neigboring Wakkanai just 40km away..
Eventually got the better clues of your thought about the closenes of Russia and picture #2 with much more "northern looks" than #1

Yes the first picture has shown too much vegetation, so I thought it is the southern coast (Pacific).

There is the ferry in your picture, so it should be Rishirifuji.

As for 隼 I have a 2 thick paper dictionaries. It is not in any of them.

My electronic dictionary, which has more than the "standard" 1945 Joyo kanji, around 3~4000, not in this either. So, must be a rare one.

Nor in my P G O'Neill's dictionary.. Got to be some older one. Could be a combination of small bird & noon, so it could be "early bird" Believe some of our Chinese friends could help with this..

The kanji character in all my dictionaries has the little flick, in the centre, above the upper horizontal line, sloping the opposite way, hence i wasn't sure if it was a falcon.

Changes in direction of the little 'flick' from left to right and right to left can make a big difference in definition....so I err'd on the side of caution.

However, Richard informs it is indeed, a falcon.
