Guillermo, you do´nt understand.
I use a Turkish mobile internet provider (via cell-phone) when I am in Turkey and the surrounding area. Turkish government blocks youtube (and some other sites of minor interest for me). So I could watch your video only when I go back to civilisation.

It is! But there was a promotion last year when the technique was brought to the market here and they did forget to make a volume limit. Lasted only a few days but I had luck (coincidence). Really interesting is the fact that they charge only roaming rates equal to voice traffic, that makes it very attractive when sailing the aegean sea! Sometimes the imperfections of a uncivilized country are a advantage. So the burden is to bear.

The law provides that a decision to deny access may be given when the content of Internet broadcasts constitutes one of the following crimes:

A — Crimes set forth under the Turkish Penal Code:
— provocation for committing suicide;
— sexual harassment of children;
— to ease the usage of drugs;
— supplying drugs which are dangerous for health;
— obscenity;
— prostitution;
— to provide place and opportunity for gambling.

B — Crimes mentioned in the Law on Crimes Against Atatürk.

C — Crimes set forth in the Law on Regulation of Betting in the Football and Other Sports Matches.

According to the Commission's latest information, the total number of access blocking decisions is 893. In a majority of cases (667) these website bans were applied ex-officio, i.e. by the Presidency of the Telecommunication Communication operating under the Telecommunications Agency, when the content of the Internet broadcasts was considered to constitute a crime listed in Law 5651 on the Internet.

In addition, 226 websites were banned following a court decision. The Commission is concerned that in some cases this resulted of a wide interpretation of Law 5651 on the Internet, notably as regards Article 9 of this Law. This Article provides that a person who claims that his rights have been violated may apply to the content provider to demand withdrawal of the content related to him/her from the broadcast as well as a right to reply. Where such a demand is rejected, the person may apply to the Criminal Court of Peace.

The implementation of Article 9 has frequently resulted in a wide interpretation by Turkish Courts. In particular, as regards the grounds for ruling that the rights of a person were violated. In some cases, the content of the broadcasts fall within the scope of freedom of expression as defined in Article 10 of the European Convention on Human Rights (ECHR) and the case law of the European Court of Human Rights (ECtHR). Furthermore, Courts have applied bans on an entire website, whereas Law 6651 does not provide for such measures in cases of defamation.

The above illustrates the need for Turkey to step up its efforts to ensure implementation of the Law 651 on the Internet in line the ECHR and the case law of the ECtHR on freedom of expression. The Commission will continue closely monitoring developments in this area and raise the issue of website bans as appropriate with the Turkish authorities.

We have to understand that they have plenty of time! It is 1430 here, not 2009! In 600 years, I guess, this will be part of the civilized world. At present the country makes a dramatic step back into medieval times. This does not become so obvious for the European people, but when you have a deep insight here, like me, you notice the movement to the wrong side. Istanbul was part of Europe when I came here the first time in 1972. Today you can easily have the impression it is part of Afghanistan. Can you imagine that 18% of the adult population here is illiteral? ..1..2..3..4..idiot...
