    The video says the propulsion uses "earth's gravity" to provide power as a "glider".
    1st concern: how many of these will wind up on the beach every storm?

    They are intended for use mostly in open waters and at depths where superficial storms are not felt. A bigger problem might be (imo) some big, hungry predator spotting what looks and swims like a wounded or dying fish... ;)
