New Aussie antifoul laws

I have read in an Asian boating Magazine that Australia insists that you can not turn up un announced, you must give notice of your arrival. It did'nt say how you do that.

I fine of 2000 dollars will result, none payment of the fine will result in a further 12,000 dollars fine.

They will inspect your anti fouling with an underwater camera and if you have growth they demand you haul and re paint immediately at your expense of course.

What is the stated purpose of the paint inspection etc. other than Aussie employment?

Tolly,

The "official purpose" is to standardise, (shades of equal employment opportunity gone mad?), so a 250,000 tonne commercial ship has to be subjected to the same costs and examinations that would befall a 40 ft sailing yacht which is "home" to a poor wandering sailor who cannot afford to live on land, (did you clean your bottom last time you went to the toilet?), so carry a high pressure cleaning kit to remove the weed, slime, shellfish, herpies and other stuff before submitting your self and boat for customs clearance, - - and also you must advise of port and date/time of entry at least 96 hours beforehand (do so before clearing out of the last port and get written proof of this by way of printed acknowledgement of said date/time of arrival statement...), so they can find someone on their 'rostered day off' and make them really grumpy and discourage any tourists who would think of cruising Australian waters, or return from seeing a better life overseas...

The secret is out, - Australia is stuffed full of stupid frickin idiots, - - and they all work for the government, it seems....

Asian ships have come into North American waters and fouled them through water ballast exchange with exotic species of mussels etc. which are displacing our native ones, to the detriment of natural habitat and fishing industry both commercial and recreational. Bureaucrats generally are a pain but in some rare cases they might actually do some good, usually far less than they cost, though.

The infestation is already here - carried in the ballast tanks which are pumped out whilst entering port or in the process of loading... The poo police (there are no facilities to pump out period), and yachts do not usually empty ballast on entering port (not carried / used) and the inspection is charged at the rate the 'commercials' pay...

I thought ballast water exchange was the culprit.
