loss of speed

i have a 23 mako center console with a bracket and twin 140hp. the bracket always took on a lot of water inside..about 250lbs. but the boat always ran 55mph. now i sealed the bracket where it doesn't take on water and she only runs 38. same props,same rpm's. anyone have any ideas on my loss of speed.
