In brief, from the blueprint:

The modernised coastguard service will comprise:
• A new nationally networked coastguard function coordinating rescues,
running vessel traffic management arrangements where required and
monitoring maritime activity around our coast. The network will be
coordinated and managed from a new Maritime Operations Centre.
• A better supported volunteer Coastguard Rescue Service with some
3,500 volunteers operating, as now, in teams at 365 locations around the
UK. These volunteers will continue to provide the front line cliff and coastal
rescue capacity for the Coastguard.
• A continuing Search and Rescue Helicopter capability. The
Government expects to announce its plans for the long term provision of a
national Search and Rescue Helicopter service in the near future
The Coastguard service will also continue to work closely in the coordination
of rescues with its Search and Rescue partners, including the Royal National
Lifeboat Institution.

The communications diagram doesn't fill me with confidence!

'a hub and spoke model' '...with a single Maritime Operations Centre (MOC)at its heart...'?

Looks like its got a ball of wool at its heart to me. Though they have put a bit of a bicycle wheel in the picture, so the hub and spoke bit must be true...

The UK Coast Guard has different responsibilities and functions than the US Coast Guard.

And to further complicate matters the Canadian Coast Guard is different from both.

Since they are there to guard the coast, I would think that would be high on their list of priorities.

Perhaps you not aware that other countries are organized differently than the US, with different organizations for various responsibilities.

"The Maritime and Coastguard Agency implements the government's maritime safety policy in the UK.and works to prevent the loss of life on the coast and at sea." http://www.dft.gov.uk/mca/mcga07-home/aboutus.htm

The RNLI, a non-governmental, charitable organization in the UK and Ireland, is "a 24-hour lifeboat search and rescue service around the coasts of the UK and RoI, as well as a seasonal lifeguard service on many of the busiest beaches in England and Wales." http://www.rnli.org.uk/what_we_do

Land based coastal rescue and helicopter search and rescue is provided by the UK Coast Guard http://www.dft.gov.uk/mca/mcga-theroleofhmcoasguard and the RAF Search and Rescue http://www.raf.mod.uk/rafsearchandrescue/
