| Actually, they're called harbors. Maybe not all; but, yes, most navies feel their ships are safer in deep waters far from land during a big one, like a hurricane/cyclone. The operative word is "big", and I don't know the precise standard. Even those giant shoeboxes with one end square and one end pointy get sent to sea to ride out the big ones. These were taken after all cruise ships were ordered out of GOM ports as Rita approached.
