antifouling questions?

Now

a friend of me has an accident with his boat.
he parked his boat next to his trailer in staid of on the trailer
so there is some small damage
@ now my idea was sanding it off. a lil bit finishing of with epoxyfiller.
sanding.

BUT THEN ?????

its a white boat and there is an antifouling on it he says.

So how can i get him white again.

or white anti fouling?

its a shiny boat so its not matt .

tips please?????????????????,
i went to a boat builder but he wouldn"t say Shi.........
